The Develop page was revamped because the drag-and-drop system was completely unlike anything else done in the game. Now, you click on a development and then click on the map to place it, just like all the rest of the user interface. Also, the explanation of costs should now be clearer, and there are additional user interface elements that should make the page a lot easier to use.
